Access to information

The right of access to information in Lebanon is guaranteed under Law No. 28 dated February 10, 2017, and is reinforced by Law No. 233 dated July 22, 2021, along with Decree No. 6940 dated September 24, 2020. This legal framework establishes the right to access administrative information and defines the obligations of public administrations, judicial authorities, municipalities, and entities of public benefit to proactively publish information and respond to requests for access to information. Every natural or legal person has the right, regardless of their status or interest, to access and inspect information and documents held by the administration, in accordance with the provisions of this law, without the need to state the reasons for the request or how the information will be used, while respecting the prohibition against abusing this right.

Submitting a Request:

A request for access to information must be submitted in writing to the administration holding the information. The request must contain sufficient details to enable the designated officer to retrieve the information with minimal effort.

The applicant must provide a chosen address for service and notify the administration of it upon submitting the request.

The designated officer must maintain a register of submitted requests and, immediately upon receiving a request, provide the applicant with an acknowledgment stating the date of submission, the type of information requested, and the period required to respond to the request.

If the request is not sufficiently precise, the designated officer shall request the necessary clarifications from the applicant and assist them by all available means.

The designated officer must respond to the request within fifteen days from the date of submission. This period may be extended once, for a period not exceeding fifteen days, if the request involves a large amount of information or if accessing the information requires consultation with a third party or another administration. Failure to respond within this period shall be considered an implicit rejection of the request.
